The Operational Programme for Local Environment (POMAL) programming period 1999-2004, includes a number of actions to improve the environment of the largest municipalities 50.000 population. During that period there was no programming guidelines for the integration of the environmental variable, or for environmental evaluation of programming. As a pilot experience for future programming, the Ministry of Environment commissioned TERRA an analysis of the integration of the environmental variable during the midterm evaluation of POMAL.
